Please consider to ship a systemd service file with tvheadend.
I have attached a proposal for one.

The attached service file supports loading arguments from /etc/conf.d/tvheadend.

What is needed is something that can support the configuration provided in debian/tvheadend.default. If you can do that and submit as a PR on github that would definitely be welcome.
