Description
Since my tevii s660 dvb adapter (or rather its drivers?) makes my system crawl while scanning for channels I decided to create an option to turn off initial scanning.
I implemented it as a setting per dvb adapter, as my other dvb(t) adapter works just fine.
Maybe it would even be enough to have this as a switch to the executable instead of being configured via the web interface?
There are probably things I have not thought of, so a code review is needed.

Master already has option to skip initial scan (once first pass is complete), however Andreas also has plans to remove it entirely.
